Jury Rules and Procedures
The composition of the jury
1. The jury consists of a chair and 5–7 jurors, all of whom have voting rights. If the chair is unable to attend, the jury shall elect a vice-chair from among its members. The jury has a secretary who is in charge of counting the votes. The secretary may be either the competition director or an official authorised by him or her.
The role of the jury
2. The jury will listen to the performances of all the singers accepted into the competition, decide which of them will advance to the semifinals and the final, and award the prizes.
Adjudication procedure
3. Any students of the jurors and other conflicts of interest will be addressed at a jury meeting prior to the start of the competition. Jurors shall not adjudicate their own students. Singers who have participated in a juror’s masterclass or a similar short course are not considered students of the juror. The competition director will settle any unclear cases.
4. Voting on the competitors who will advance to the next round takes place by secret ballot. After the performances in the final, a separate vote will be held for each prize-winning position. In adjudicating the semifinals and the final, performances in all rounds may be taken into account. The jurors give their votes independently, and the performances are not discussed during the voting. Jurors shall not make public statements about individual performances or comment on the work of the jury. The chair has the right to observe the counting of votes.
Preliminary round
5. After the preliminary round ends, the jurors will refer to their notes and vote for the 16 best singers by entering a + sign next to the competitor’s name on the list of names. After this, the jury secretary will count the votes. A juror who has a student competing in the competition, or otherwise has a vested interest in the success of a particular competitor, shall award one fewer plus signs and enter 0 next to their student’s name.
If a majority of the other jurors (in the event of a tie, the chair has the deciding vote) supports the competitor in question, the 0 will be replaced with a + sign on the teacher’s list next to the competitor’s name. If the student in question does not receive the support of a majority of jurors, their teacher shall nominate another competitor to replace them. After that, the votes will be recounted.
If the first vote does not produce an unambiguous result, the following procedure shall be followed:
a) If there are several competitors involved in a tie who cannot all get to the next round, a separate vote will be held just for them.
b) First, all the competitors who have received a clear majority of the jury’s votes are accepted, and those with no more than one vote are rejected. The jury will then vote on the remaining competitors by distributing as many plus signs as there are spots available next to the names of the singers. In the event of a tie, the chair of the jury has the deciding vote.
Semifinals
6. The jury will select six finalists from among the participants in the semifinals. Voting will follow the same procedure as in the preliminary round.
Competition final
7. In the competition final, the jurors will vote separately on each prize-winning position. All the jurors will participate in the voting, and each juror has one vote. If the votes are split in such a way that none of the competitors receives a majority of the votes, the competitor with the fewest votes is eliminated, and voting continues until the winners have been selected. In the event of a tie, the chair has the deciding vote. Ex aequo prizes may be awarded only by the jury’s unanimous decision. Final decisions regarding the awarding of prizes must be based on the voting results.
8. In addition to the main prizes, the jury will award a prize for the best performance of a Finnish piece, in accordance with the voting procedure used in the competition final. This prize is given to a competitor whose native language is neither Finnish nor Swedish. The jury will also award a prize for the best performance of a Lied. Performances from all rounds of the competition will be taken into account in the voting.
Any conflicts will be resolved in accordance with the rules written in Finnish.
